Both, most likely. They sell the sets in shops in the boxes, then they have capsule versions.

Sometimes the TF release will get a secret figure that won't be in the capsule release.

If its a TF its no problem getting those for you at a good price. If its a capsule then I have to buy a case of 300 and that is hard for me to do. I bought a case of ikki tousen figures and they are not selling as fast as I would like. But those are selling for 19.99 shipped set of 6. to give you an idea.
