Someone bid on one of my auctions and I would like to know if I could cancel his/her bid. Can I do this?

I think you can.
I have heard of other people canceling bids/bidders with zero feedback.

Of course you can cancel the bid, in fact, if you set your selling preferences, you can restrict buyers with zero feedback, who live in certain areas, etc. You can also cancel auctions altogether as long as it has more than 24 hours to go (if I remember correctly).
