Maybe it's because I have always lived in or near metropolitan areas, but my Targets/Walmarts/TRUs almost never discount anything more than a few percent. I keep hearing people talk about getting TFU Rancors for $5-10 or GI Joe Battlepacks for $15. Those Rancors NEVER got discounted around me (and sold out quickly). The GI Joe battlepacks got discounted to $45 from $54. The Target exclusive GI Joe planes are still sitting around at full price collecting dust.
And the ultimate is that my TRU has one side of an entire aisle crammed with SW exclusives that haven't sold. Not a penny discount on any of them.
Where do you guys live that you are getting these crazy discounts?

You gotta come up to one of our meets in Crystal Lake... I'm getting my $35 BMF on the 8th...and I think some of the guys are gonna have some $16 Target Joe UBP ;)

In my area of NJ, the GI Joe packs are still $38, the Star Wars are all FULL Price. I did get a $35 Falcon but it was the only one.
Edit - As of this AM the GI Joe packs are down to $28.

I live in Northern NJ, very populated and near the city. I find clearance items all the times, in fact yesterday I got the Ultimate Battle Pack for $28 and the 25th Anniversary Optimus Prime for $35 at target :)

I live south of Memphis, TN and do most of my Target and Wally World shopping in the city of Memphis and I am still able to find some deals.
Here is the Star Wars AT TE that was originally released with the $150 Falcon and was priced at $99. I got it for a little cheaper than that:

I got the Star Wars Rancor for under $20, although I cannot seem to find the pics I have of the three that I ended up buying.
I think that some of it had to do with each store and how much they want to move older product to free up shelf space for new stuff.
There is a Wal Mart here that is still sitting on 6 of the large Millenium Falcons at their "sale" price of $99. If they would drop the price to $50, I am sure they would sell pretty quick (I would probably buy 2).

This was the same for me in both Chicago and Philadelphia. Boo to no sales where I live.
